This position serves as the Information Accessibility Program Manager developing and implementing the statewide Information Accessibility Program for applications for the Department of Innovation and Technology (DoIT).
In this role you will deliver employee orientation and training on topics such as digital accessibility, current standards and guidelines (Illinois Information Technology Accessibility Act (IITAA), Americans with Disabilities Act (ADA), Web Content Accessibility Guidelines (WCAG), and 508), relevant state and federal policies, and accessibility technologies across digital, Web, mobile and software application platforms.
In addition, you will confer with Chief Information Accessibility Officer and executive staff to discuss accessibility needs of staff and clients, as well as continuing education requirements.
This position also assesses departmental accessibility needs using surveys and tools and provides findings and recommendations to the Chief Information Accessibility Office.

Essential Functions
- Serves as the Information Accessibility Program Manager developing and implementing the statewide Information Accessibility Program for applications for the Department of Innovation and Technology (DoIT).
- Confers with Chief Information Accessibility Officer and executive staff to discuss accessibility needs of staff and clients, as well as continuing education requirements.
- Assesses departmental accessibility needs using surveys and tools and provides findings and recommendations to the Chief Information Accessibility Officer.
- Maintains budget information concerning program costs.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or directly related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
Preferred Qualifications
- Three (3) years of professional experience translating accessibility standards and guidelines, including IITAA, ADA, and Section 508 into trainings, guidelines, and reference materials for developers, designers, and content creators.
- Three (3) years of professional experience conducting research and comparative analysis of accessibility projects and services including assistive technologies such as ZoomText, JAWS, NVDA, and Dragon and accessibility testing tools such as Accessibility Insights, Axe, and Siteimprove.
- Three (3) years of professional experience collaborating with executive leadership to manage program goals, logistics, requests, budgets, contracts, and procurement for accessibility-related tools, products, and services.
- Three (3) years of professional experience conducting accessibility audits, assessments, and usability testing across web, mobile, and software applications, and producing actionable reports and recommendations.
- Three (3) years of professional experience analyzing administrative and technical problems, and developing practical, innovative solutions in alignment with organizational goals and accessibility requirements.
- Demonstrated organizational and project management skills, with the ability to manage multiple priorities, deadlines, and program logistics effectively.
- Ability to develop and maintain cooperative working relationships with diverse teams and stakeholders.
- Demonstrated verbal and written communication skills to effectively convey complex information and build consensus.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
