Essential Functions
- Under general direction, serves as a Junior Applications Developer/Analyst performing difficult and specialized professional work in Application Services for the Department of Innovation and Technology (DoIT), supporting the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS).
- Serves as a data analyst, analyzing requests from application development staff and users to determine database and system requirements.
- Serves as a business analyst/project coordinator, coordinating the activities of other IT personnel in the development of program flowcharts and specifications, business process models, audit trails, edits, and control procedures.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires one (1) year of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- One (1) year of professional experience maintaining, enhancing, and troubleshooting applications built with C#, ASP.NET, and SQL server, including coding, testing, and deploying database-driven features.
- One (1) year of professional experience developing, executing, and troubleshooting SQL queries, stored procedures, and database objects to support application functionality and reporting requirements.
- One (1) year of professional experience collaborating with end users and business stakeholders to gather, document, and validate software and data requirements.
- One (1) year of professional experience applying object-oriented programming principles and software development best practices in developing or maintaining applications.
- Working knowledge of building, consuming, and troubleshooting restful Web API services for data exchange between applications.
- One (1) year of professional experience performing data analysis on large datasets, including querying, interpreting, and presenting results to support business operations and decision making.
- One (1) year of professional experience participating in business process modeling, workflow analysis, and documentation development. Ability to develop and maintain system design documents, user manuals, system procedures, and project documentation.
- Demonstrated verbal and written communication skills to explain complex technical concepts to non-technical audiences and collaborate effectively within a team environment.
- Knowledge of working with source control, build, and release pipelines in tools such as Azure DevOps.
- Familiarity with Agile/Scrum or other iterative development methodologies and collaborative project environments.
