This position serves as the IT Applications Manager supporting the Illinois State Police by leading statewide application development and aligning IT initiatives with CIO strategic goals. 

In this role you will oversee daily operations, policy development, and staff management to ensure efficient, secure, and compliant technology solutions and will utilize Agile, DevOps, and other methodologies to drive innovation and project success. 

In addition, you will act as a key liaison with internal stakeholders, law enforcement agencies, and vendors to support mission-critical public safety systems.

Essential Functions

  • Subject to management approval, serves as the Information Technology (IT) Applications Manager for the IL Department of Innovation & Technology (DoIT), supporting the Illinois State Police (ISP) directing, coordinating and managing the development of objectives and establishing work priorities for statewide applications and programs in alignment with Chief Information Officer (CIO) guidance.
  • Advises the CIO in the development of long-range plans, special projects and the budget for DoIT/ISP operations.
  • Serves as full line supervisor.
  • Directs the ongoing evaluation of all sections' activities and staffing to ensure that staff and resources are being utilized in the most efficacious manner with regard to IT goals and objectives.
  • Serves as a representative and confers on behalf of CIO, as delegated.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in Information Technology, Management Information Systems, Computer Science, or related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a management information systems environment.
  • Requires experience in management and support of large applications and information technology projects in support of a robust IT project portfolio.
  •  

Preferred Qualifications (In Order of Significance)

  • Four (4) years of professional experience in managing complex IT projects, enterprise-level IT projects utilizing project management methodologies and tools such as DevOps, Agile, Scrum, and Kanban, including project portfolio management, resource planning, and risk mitigation. 
  • Four (4) years of professional experience overseeing large-scale application development, data processing operations and data management, including ensuring compliance with audit requirements, security standards, and operational continuity.
  • Four (4) years of professional experience as a full line supervisor of IT staff, including assigning and reviewing work, providing technical and professional guidance, conducting performance evaluations, and effectively recommending or imposing discipline.
  • Extensive knowledge of cybersecurity frameworks, information security standards, and audit controls, with experience implementing remediation measures to safeguard sensitive data and mission critical applications.  
  • Extensive knowledge of resource allocation, workforce planning, and organizational management, including the ability to analyze and recommend optimal distribution of staff and resources.
  • Ability to establish, communicate, and execute strategic IT goals and objectives aligned with organizational priorities, budgetary constraints, and law enforcement/public safety mission.
  • Developed written and verbal communication skills, with the ability to effectively communicate complex technical and policy information to diverse stakeholders, including executive leadership, law enforcement partners, vendors, and non-technical staff
  • Ability to analyze administrative and IT program operations, identify performance gaps, and implement effective process improvements, policies, or corrective actions.
  • Ability to collaborate across departments and work effectively in a multidisciplinary environment to achieve IT program objectives.
