JOB SUMMARY

A Program Analyst prepares reports that present findings, identifies causative situations, and recommends corrective actions. Evaluates, researches, and prepares complete and concise responses to inquiries, reports, and/or other matters.  

KEY REQUIRMENTS

  • Must be able to obtain a Top Secret clearance 

MAJOR DUTIES 

GS-07:

  • Conducts basic work measurement and other conventional statistical studies to participate in segments of special or ad-hoc projects, task forces, and/or working groups.
  • Maintains liaison with internal and/or external representatives and groups
  • Resolves routine operational/procedural issues; 
  • Seeks and elicits cooperation; and gathers information from various entities to ensure all information sharing and processing relative to a request is appropriately coordinated. 
  • Responds to basic inquiries and obtains information necessary to render decisions. 

GS-09: In addition to above

  • Facilitates communication with customers and Information Technology (IT) owners/SMEs and prepares and presents recommendations and/or findings to management in written reports, executive summaries, and analytical narratives.
  • Oversee property, inventory and space management practices
  • Develop, design and implement knowledge management sites in SharePoint.
  • Gather, interprets, analyze, and correlate narrative, workload, and statistical data regarding the organization/program.
  • Assist with multiple projects and/or assignments simultaneously to successfully meet established deadlines. This includes but, is not limited to property, communications, hiring/ recruitment, training, finances and space management.
  • Ensure administrative functions are completed in a timely manner; resolve issues/problems; obtain required approvals; respond to inquiries; and/or obtain necessary information from appropriate sources.

Positive Education Requirement 
This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

Candidates must have received or will be receiving an undergraduate, graduate, or PhD degree between May 2024 and June 2026 with a GPA no less than 2.95 on a 4.0 scale at the time of graduation. Veterans have up to six years after graduating or completing their degree to apply (May 2020-June 2026).  

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Education 

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-7: Applicant must have a bachelor’s degree with superior academic achievement or one (1) full year of graduate level education.  Superior academic achievement is the completion of all the requirements of a bachelor’s degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 2.95 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
