Essential Functions
- Under administrative direction, serves a Business Intelligence Team Lead for the Department of Innovation & Technology (DoIT) supporting the Business Intelligence Unit of the Illinois State Police (ISP) performing complex professional and advisory functions in Application Services.
- Leads efforts for defining, documenting, and maintaining departmental metadata.
- Provides design and development of complex reporting solutions and performs debugging, tuning, and documenting of all processes and components.
- Interprets complex data and analyzes results using statistical techniques to provide ongoing reports.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in applications services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience leading the development and maintenance of enterprise data warehouse solutions to support organizational reporting and analytics.
- Three (3) years of professional experience leading the development of self-service and interactive reporting solutions using Business Intelligence Tool Sets such as Power BI and Business Objects.
- Three (3) years of professional experience with Relational Databases, including designing queries, optimizing performance, and managing data structures to support reporting and analytics.
- Three (3) years of professional experience utilizing ETL Frameworks such as Azure Data Factory and SQL Server Integration Services (SSIS) to design, develop, and maintain dashboards and reports.
- Three (3) years of professional experience utilizing Azure DevOps for managing code repositories, CI/CD pipelines, and project tracking; familiarity with Azure cloud services including resource provisioning and cost management.
- Three (3) years of experience leading cross-functional teams or managing projects in a data analytics or business intelligence environment, with the ability to coordinate the activities of multi-level teams to achieve desired results.
- Extensive knowledge of implementing or maintaining data governance practices, including metadata management, data quality, and data stewardship.
- Ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research nature.
- Developed verbal and written communication skills with the ability to clearly convey complex technical information to diverse audiences, along with a demonstrated ability to establish and maintain effective working relationships with agency officials, colleagues, vendors, and clients.
- Strong organizational skills with a demonstrated ability to manage multiple, high-priority tasks and deadlines in a fast-paced environment.
