Drive the development and enhancement of mission critical software, ensuring reliable and efficient operations while supporting a positive user experience.
Independently design, develop, and implement applications using .NET and related technologies, applying object-oriented principles to deliver solutions.
Troubleshoot complex technical issues, implement data solutions, and collaborate with stakeholders to optimize application performance.
Provide expert guidance on system improvements, testing, and documentation to support organizational goals and operational efficiency.
What to Expect-
Among the varied range of responsibilities held within this role, the Application Developer will,
Support ongoing development and maintenance of agency systems:
- Independently or as part of a team, troubleshoot organization wide production applications by analyzing the situation and chooses a solution based on best practices and team strategies.
- Identify issues submitted through trouble tickets and activity logs and communicate with customers regarding software problem resolutions, up to and including necessary user training.
- Evaluate support incidents and customer interactions and translate those into maintenance design and development plans.
- Develop requirements for enhancements to agency systems.
- Maintain and support agency wide application systems.
- Diagnose application server and database problems across all environments and implement solutions.
- Maintain and configure development and test application servers.
Design and develop software applications:
- Produce, design and develop complex software applications that meet agency and customer requirements, adhering to agency, state, and federal policies for security, accessibility, and open data requirements.
- Consult with customers, information technology staff, agency domain experts and commercial system developers to investigate and analyze agency business processes and data requirements.
- Work independently through all levels and stages of the Software Development Life Cycle. Contribute to solutions in the resolution of complex issues.
- Design and develop integration toolsets that interface with other systems, including both internal and cloud service providers.
Configure and maintain servers to host web applications:
- Server configuration and maintenance to ensure web applications are hosted efficiently and securely, adhering to agency, state, and federal policies for security and accessibility.
- Collaborate with information technology staff, agency domain experts, and commercial system developers to understand and implement server requirements for various web applications.
- Assist in the setup, configuration, and maintenance of web servers, including both internal and cloud-based solutions, ensuring compliance with agency and state policies.
- Monitor server performance and troubleshoot issues to ensure optimal operation and minimal downtime for hosted web applications.
- Implement security measures and perform regular updates to protect servers and hosted applications from vulnerabilities and threats.
Build and maintain Continuous Integration/Continuous Deployment (CI/CD) pipelines:
- Apply foundational knowledge and practical experience in CI/CD principles to design, implement, and maintain pipelines that automate the build, test, and deployment processes, adhering to agency, state, and federal policies for security and accessibility.
- Collaborate with software developers, quality assurance teams, and IT operations to understand and implement CI/CD requirements for various projects.
- Assist in the setup, configuration, and maintenance of CI/CD tools and environments, including both internal and cloud-based solutions, ensuring compliance with agency and state policies.
- Monitor pipeline performance and troubleshoot issues to ensure efficient and reliable automation of the software delivery process.
- Implement security measures and perform regular updates to protect CI/CD pipelines and the software they deploy from vulnerabilities and threats.
Database reporting:
- Use advanced knowledge of datasets to perform complex analysis based on business requests.
- Design, develop and test both ad-hoc and self-service reports.
- Provide quality datasets for public disclosure requests related to a key commercial licensing system.
- Design and build reports using SQL Server Reporting Services
Software testing:
- Collaborate with other developers on complex, multi-level testing (unit, automated, integration, system, performance, browser, regression) to assure quality work products for the agency.
Working Conditions:
Work setting, including hazards: Duties are performed in an office setting. This position requires extensive computer use and sitting.
Schedule: Typically, Monday – Friday, 8:00 A.M. - 5:00 P.M. A varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance and outages. While this position may offer a hybrid work arrangement, the successful candidate must be available to report to the duty station as needed.
Travel Requirements: Some travel may be required throughout the State to attend training, meetings, and conferences.
Qualifications:
Required Qualifications:
Bachelor’s degree with an emphasis in computer science.
AND
All the following (Experience listed below may be gained concurrently):
- Four (4) years of experience designing, developing, maintaining, or troubleshooting software or applications.
- Three (3) years of experience building n-tier data management applications using Java and/or C#.Net.
- Three (3) years of experience performing data analysis and reporting using a relational database.
Competencies:
- Effective oral and written communication skills, including the ability to relate technical issues to a non-technical audience.
- Ability to understand problems and provide resolution tasks for major program-wide, high risk/high impact, or program-critical applications.
- Ability to plan, organize, prioritize and perform work effectively and efficiently within stated timeframes and in a professional manner.
Option 2:
Associates degree that includes 30 quarter credits in computer science
AND
One (1) year information systems experience.
AND
All the following (Experience listed below may be gained concurrently):
- Four (4) years of experience designing, developing, maintaining, or troubleshooting software or applications.
- Three (3) years of experience building n-tier data management applications using Java and/or C#.Net.
- Three (3) years of experience performing data analysis and reporting using a relational database.
Competencies:
- Effective oral and written communication skills, in particular the ability to relate technical issues to a non-technical audience.
- Ability to understand problems and provide resolution tasks for major program-wide, high risk/high impact, or program-critical applications.
- Ability to plan, organize, prioritize and perform work effectively and efficiently within stated timeframes and in a professional manner.
Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Experience with:
- Supporting a technology help desk and problem ticketing system.
- Multiple technologies and the ability to learn new things quickly.
Knowledge of:
- Principals and concepts of business process and software design, relational and distributed database technology, networks and communications and project management.
- Software development methodologies and life cycles.
- Current trends in information technology, including software, business systems, hardware, networks, and communications.
- Commonly used programming languages, databases, and operating systems on multiple hardware platforms.
- Commercially available software and application evaluation techniques.
- Application development and structured analysis methods, data modeling theory and methods, disaster planning and recovery techniques and debugging and error detection.
- Software applications such as finance, human resources, utility billing, geographical information systems, and permitting.
- Application form, screen, and report design techniques.
- The use of design and testing tools and methodologies.
Skill in:
- A variety of complex programming languages, databases and operating systems on multiple hardware platforms.
- Business analysis techniques and methodologies.
- The use of various desktop tools and development environments.
- The appropriate use of relational and distributed database technology.
- Maintaining effective working relationships with staff at all technical skill levels
Ability to:
- Write clear and concise technical documentation.
- Develop positive, productive and respectful relationships with clients and co-workers.
- Communicate effectively orally and in written format in a variety of situations and formats and make group presentations.
- Analyze and develop logical solutions and alternatives to problems.
