Job Description

Provide leadership and guidance to a team that ensures efficient and effective technology initiatives are delivered to users. Ensure programs and projects are conducted in alignment with VDOT's technology strategy. key Develops and supports EZPass applications, including the execution of application solutions and resolution of support tickets. Performs key operational responsibilities including direct oversight of team performance, focusing on continuous team improvement, collaboration with peer Program Managers, and planning and execution of broader EZPass initiatives. The program supports services across the full Software Development Lifecycle (SDLC.).

 

How you will contribute:

  • Business Process Improvement: Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
  • Ensure Compliance : Provide compliance management and ensure that staff comply with required VITA, DHRM, VDOT, and ITD policies, processes and procedures.
  • Execute Program : Supervise staff supporting assigned ITD function(s). Responsibilities include supervision of staff in execution of day-to-day processes tied to the specific ITD functions, Lead infrastructure support efforts for Windows/Linux servers, networking, Azure firewalls, security tooling, and MS SQL environments. Troubleshoot incidents, coordinate SME escalations, and lead incident response across infrastructure layers. Track support tickets and escalations to ensure timely closure and service restoration. Perform managerial and technical work ranging from simple to moderate difficulty. Interact with peer supervisors and the IT Portfolio Manager to meet customer needs. Develop overall program strategy, tactically driving teams in and outside of your organization to achieve deliverables.
  • IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.
  • Lead, Supervise and Develop Staff : Serve as a front-line leader, overseeing a team of individual contributors comprising both full-time employees and staff augmentation contractors. Oversee team performance ensuring the timely and high-quality delivery of assigned work, conducting peer reviews of deliverables, managing through metrics and controls, and handling core HR functions such as performance evaluations. Ensure the development, training and performance improvement of assigned ITD staff. Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area. Lead by example, driving a customer-focused, collaborative approach with internal and external stakeholders.
  • Manage Programs and Projects: Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new technologies.
  • Oversee Initiatives: Oversee Information Technology initiatives for assigned program. Assign resources to project teams to complete deliverables.
  • Program Maintenance: Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
  • Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for programs, projects or systems.
  • Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.

Minimum Qualifications:

  • Ability to apply and maintain a high level of attention to detail in complex IT environments such as Tolling.
  • Ability to be flexible and adaptable and work non-standard hours to meet critical project deadlines or operational demands.
  • Ability to communicate technical concepts clearly to non-technical stakeholders, both orally and in writing.
  • Ability to lead and manage diverse technical teams, including oversight of internal staff and coordination with external vendors and contractors.
  • Knowledge of System Development Life Cycle (SDLC) methodologies and enterprise data governance practices.
  • Knowledge of audit and compliance standards for large-scale IT infrastructures, including security and regulatory requirements.
  • Knowledge of continuous integration and delivery (CI/CD) tools such as Azure DevOps, TFS, and Jenkins.
  • Knowledge of data privacy regulations, audit protocols, and security logging requirements.
  • Knowledge of designing, planning, and implementing complex, integrated systems that align with strategic business objectives.
  • Skill in cloud computing technologies, particularly Microsoft Azure.
  • Skill in developing and executing cloud transition roadmaps, aligning technology strategies with business needs.
  • Skill in interpreting and applying IT policies, standards, and procedures in support of enterprise initiatives.
  • Skill in leading development teams using both Waterfall and Agile software development methodologies.
  • Skill in problem-solving, analytical thinking and data analysis.
  • Skill in supervising teams and managing IT programs, including performance evaluation and mentoring.
  • Skill in technology road mapping, platform migrations, and executing major system upgrades in enterprise environments.
  • Skill in verbal and written communication including technical documentation, stakeholder engagement, and organizational planning.

 


Additional Considerations:

  • A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.
  • Experience in IT program and staff management, with a progressive track record in project leadership and technical oversight.
  • Experience leading IT professionals.
  • Experience with integration tools and technologies for cloud migration of diverse and complex systems, encompassing development, testing, configuration, deployment, and monitoring.
  • Experience working with Tolling systems.
  • Experienced in project estimation and planning, including resource allocation, work breakdown structure development, and business user collaboration.
  • PMI Project Manager Certification.
