Director Of Human Resources

Director of Human ResourcesPortage Public Schools52 Week Administrative Position

 

Job Summary: Oversee and administer all Human Resources functions to include, but not limited to, recruiting, training and development, wage/benefit administration, compliance with statutory requirements, labor relations and contract compliance, performance evaluations, workers compensation and safety, affirmative action compliance, employment processes and leadership guidance and support.

Select Duties and Responsibilities:

  • Responsible for the overall recruiting, selection, salary determination and offers of employment.
  • Lead and participate in the negotiation process for all collective bargaining agreements, grievances and arbitration; administer the provisions of existing employee contracts and agreements; advise staff regarding provisions of contract.
  • Work cooperatively with administrative team and principals to coordinate staffing, instructional and support positions within budgetary parameters established.
  • Develop and administer the Human Resources budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.
  • Direct the preparation and maintenance of personnel records and reports, employee handbooks, orientation manuals, and other publications on employee working conditions.
  • Manage computer software systems utilized within the department. This includes developing RFP’s (Request for Proposal), selection, database management and on-going maintenance and required upgrades.
  • Practice management strategies that promote teamwork and collaborative decision-making among staff members. Be a visible presence at schools and school-events to support District students and staff.
  • Coordinate employee performance evaluation programs and probationary and tenure process.
  • Assure that instructional (and other) staff members are properly certified.
  • Responsible for assisting in the development and yearly review of all job descriptions.
  • Supervise and assist in fringe benefit administration for all employees of the school district.
  • Serve as the Title IX Compliance Officer for the District

Qualifications:

  • Bachelor’s degree required; Master’s degree and/or HR Certification preferred.
  • Five to ten years of related experience, experience in public school preferred.
  • Knowledge of all Federal & State laws governing public school personnel, affirmative action and Title IX.
  • Exceptional interpersonal skills including: listening, coaching and training.
  • Strong leaderships, project management, and time management skills.
  • Ability to develop and maintain strong positive relationships.
  • Proficient computer and document skills.
  • Excellent written, verbal and non-verbal communication skills.
  • Solid business acumen, management reporting and problem-solving skills.
