Enterprise Technology Program Manager

Job Title: Enterprise Technology Solutions Program Manager (SME)

Location: Ft Washington (Primarily Telework or Remote, with ability to travel to client location or travel to other locations <25% per government requirements) 

Clearance: TS/SCI 

Education: MA/MS in a related technical or related field (or a BA/BS in a technical or related field plus an additional 8 years of related work experience, or an AA/AS plus an additional 12 years of work and work-related experience). 

 

Outcomes: 

The successful candidate is expected to accomplish the following outcomes during the first year in the position:  

Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. 

Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. 

Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. 

Master position tasks within 60 days and exceed requirements within 90 days. 

 

Responsibilities: 

The Enterprise Technology Solutions Program Manager (SME) serves as a strategic advisor and technical authority responsible for advancing enterprise-wide data integration, workflow automation, Atlassian platform governance, and Agile/DevSecOps enablement across multiple security domains. This role bridges organizational strategy with technical implementation, ensuring that emerging technologies, data systems, and mission workflows align with EMSO operational priorities. The EASE SME partners with leadership, PMO, technical operations, and cross-functional teams to architect, administer, and optimize enterprise solutions that drive readiness, transparency, KPI measurement, and mission effectiveness.  Specific responsibilities include but are not limited to: 

Advises on emerging tech, AI/ML integration, and Agile/Scrum best practices within DoD/IC constraints. Partners closely with technical operations teams to enable data strategy and vision.  

Researches and develops roadmaps in a dynamic technology environment.  

Collaborates with EMSO Leadership team to co-develop governance frameworks and facilitate working groups that enable knowledge sharing, analytics, and data management.  

Facilitates Atlassian stack procurement/maintenance, agreements, compliance, audits, and certification/training program for all project administrators to ensure adherence to the governance, mission readiness, and risk reduction.  

Represents data integration equities for success throughout the requirements gathering process to ensure KPI and dashboard capability. 

Uses workflow modeling for human/machine teaming throughout each project lifecycle. 

Serves as the functional SME for all Atlassian suite capabilities and drives organizational solutions across all three security domains leveraging automation where possible. 

Maps strategic level organizational goals down to task level execution objectives to provide Director and leadership level insights based on strategic guidance. 

Administers and optimizes Atlassian suite enterprise capabilities for EMSO wide use. 

Delivers capability and workflows for data collection using best practices.  

Assists EMSO PMO with POA&M building and project management technology facilitation whether single projects or for integration across multiple projects.  

Promotes Sprint Planning and enables the DevSecOps cycle based on Operational priorities.  

Takes initiative and thrives on mission support with a “get things done” mindset.  

Operates both independently and across multiple teams as required. Qualifications: 

The candidate must have the following qualifications: 

15 years of work-related experience. 

10 of those 15 years, in support of a component of DoD. 

Agile/Scrum experience. 

Demonstrated experience and expertise managing and administering enterprise JIRA/CONFLUENCE deployments. 

Certification as a Certified  Administration Atlassian Engineer. 

The following qualifications are desired: 

Experience facilitating and briefing at the highest levels on technical solutions. 

Experience working independently and also as part of a team of experts. 

Experience setting up Scrum activities in Jira/Confluence. 

Experience producing and advising on AI/ML technical solutions, workflows and products. 

Air Force and Intelligence Community experience. 

PMI - PMAI certification or similar. 

PMP Certified. 

 

Travel: Up to 25% travel based on mission requirements
