Administrative Law Specialist 13 - 16

The Michigan Department of Treasury is seeking an Administrative Law Specialist to perform advanced legal research and analysis for taxes administered under the authority of the Revenue Act. Treasury is looking for a highly skilled legal professional to draft formal legal guidance, including rules, Revenue Administrative Bulletins, Letter Rulings, Technical Advice Letters, and Position Papers.

The specialist will provide high-level technical support to Treasury’s tax divisions on complex and often novel legal issues. This position also works closely with the Department’s Legislative Liaison by conducting in-depth legal research, drafting intricate and impactful legislation, and providing expert testimony as needed.

In coordination with the Michigan Attorney General’s Office, the specialist may assist in litigation by preparing research, analyses, and other supporting materials. Much of the legal research involves issues of first impression, requiring advanced analytical skills, exceptional writing ability, careful statutory interpretation, and precise attention to detail.

This role plays a critical part in navigating complex legal matters and contributes directly to the development, interpretation, and implementation of Michigan tax policy.

Qualifications

Education
• Juris Doctorate (JD) from an accredited law school.
• Membership in good standing with the Michigan State Bar.

Experience
• Experience conducting advanced legal research and analysis, preferably in tax, administrative, regulatory, or statutory law.
• Experience drafting legal documents such as formal opinions, rules, legislation, or other interpretive guidance.
• Experience interpreting complex statutes, administrative rules, and case law.
• Experience explaining legal conclusions to both legal and non-legal audiences.

Knowledge
• Knowledge of Michigan tax law, administrative law, and principles of statutory interpretation.
• Knowledge of legal research tools and methodologies, including electronic databases.
• Knowledge of legislative processes, statutory construction, and administrative rulemaking procedures.

Education
Possession of a Juris Doctorate degree from an accredited school of law.

Experience

Administrative Law Specialist 13
No specific type or amount is required.

Administrative Law Specialist 14
One year of professional experience in legal work equivalent to an Administrative Law Specialist 13 or Administrative Law Examiner 13, or as an attorney.

Administrative Law Specialist P15
Two years of professional experience in legal work, including one year equivalent to an Administrative Law Specialist 14 or Administrative Law Examiner 14; or, two years of experience as an attorney.

Administrative Law Specialist 16
Three years of professional experience in legal work, including one year equivalent to an Administrative Law Specialist P15 or an Administrative Law Examiner P15; or, three years of experience as an attorney.
