Under the supervision of the Adult Treatment Court Judge and Circuit/Family/Probate Court Administrator, conducts initial intake of program participants and provides program orientation. Serves as the project leader and is primarily responsible for planning, organizing, coordinating, and monitoring the non-judicial activities of the Jackson County Adult Treatment Court. Position Description

 

RESPONSIBILITIES:

In addition to ensuring the court is implementing the 10-key components while serving the appropriate target population, completes process and outcome evaluations of the program and acts as liaison to the community as well as to each team member of the Jackson County Adult Treatment Court and Steering Committee.

Essential Functions

Grant Coordination:

1. Conducts research to identify, apply for, administer, supervise, coordinate and monitor federal, state, and local grants in accordance with applicable standards, regulations, and guidelines.

2. Understands and executes the various stages of the grant lifecycle.

3. Interacts with federal, state, and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, and accountability.

4. Develops guidelines for handling and/or adhering to grant changes.

5. Investigates, researches and analyzes legislation relating to federal, state and local grant programs.

6. Prepares grant applications and proposals for submittal; including writing, reviewing, and editing grant applications and proposals.

7. Prepares quarterly, semi-annual, and annual reports on funded project status.

8. Maintains and verifies payment records, reviews invoices and records receipts.

9. Maintains and updates accurate administrative and financial project data in Webgrants.

Program Coordination:

1. Prepares, administers, and monitors contracts for services relating to the Treatment Court.

2. Prepares and maintains the Treatment Court policy and procedure manual, participant handbook, public information materials for effective operation of the Treatment Court program.

3. Administer Risk/Needs assessment and other screening tools.

4. Administer the Drug Court Case Management Information System to report timely and accurate date to the State Court Administrative Office.

5. Administer Ignition Interlock Program under MCL 600.1084 and MCL 257.304.

6. Attends and participates in mandatory conferences, meetings and committees as the Treatment Court representative.

7. Maintains cooperative relationships with program stakeholders including, but not limited to, treatment agencies, community organizations, Michigan Department of Corrections, Defense Counsel, Prosecution, Judicial Officers, and other court staff.

8. Consults with the Treatment Court judge on a wide range of organizational and managerial issues including but not limited to program efficiency, internal and external quality assurance.

9. Maintains Drug/DWI Court certification through the State Court Administrators Office under MCL 600.1062(5) and MCL 600. 1084 (3).

10. Facilitates community presentations, coordinates community service, promotes team integrity, develops community resources, monitors quality assurance, develops agendas, collects data and works closely with the program evaluator.

11. Compiles participant information and disseminates the information to the respective team members prior to pre-court staff meetings and court reviews.

12. Maintains mandatory licenses and certifications by participating in continuing education, conferences, workshops and trainings specific to working with high-risk population.

13. Perform backup duties in the absence of the case manager by temporarily managing client caseloads.

14. Provides answers to inquiries from the general public, department administrators, county/court employees, or other individuals requesting assistance.

15. Other duties as assigned by the Judge or Circuit Court Administrator.
 



 

QUALIFICATIONS:

Education: Associate’s Degree from an accredited college or university in Social Work, Psychology, Counseling, Criminal Justice, Public Administration, Behavioral Health, Human Services, Sociology, Healthcare Administration, or a closely related field preferred. High School diploma or GED required.

Experience: Minimum of two years’ experience in behavioral health, substance use disorder treatment, or case management. Experience facilitating outpatient treatment groups (trauma, relapse prevention, MRT, Staying Quit, or similar curricula). Strong knowledge of evidence-based practices for substance use and co-occurring disorders. Familiarity with validated risk/needs assessment tools (ORAS, COMPAS, RANT) is preferred. Excellent written and verbal communication skills, with the ability to present effectively in court settings. Strong organizational skills and ability to balance direct service with leadership responsibilities.

An equivalent combination of education and experience may be accepted at the discretion of the Circuit Court Administrator and/or Chief Circuit Court Judge.

Other Requirements: Must be able to be deputized. Valid Michigan Driver’s License. Ability to be certified through the Michigan Certification Board of Addiction Professionals.

This is a non-exempt bargaining unit position with AFSCME, Pay Grade H, offering excellent benefits, including investment plan options, PTO accrual and paid holidays upon hire!
