GENERAL DESCRIPTION

Performs routine (journey-level) hydrometeorological data assurance and quality control, data analysis, and statistical analysis for the TexMesonet Department. Work involves executing quality assurance tests on sensors being prepared for field installation on TexMesonet earth observation stations and in the running of quality control tests on meteorological data collected from TexMesonet stations and partner networks ingested into the TexMesonet Viewer (www.texmesonet.org). May assist in developing and debugging computer program code used for hydrometeorological data quality control. Supports enhancing the accuracy of TexMesonet data by reviewing and ensuring consistency in station metadata entered in field notes, internal databases, the TexMesonet Viewer, and the public data dissemination site. May assist in general fieldwork for the installation or maintenance of new TexMesonet stations. May train others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Water Availability and TexMesonet Departments in the Surface Water Division.

ESSENTIAL JOB FUNCTIONS

  • Conducts data and statistical analyses to support the calibration of meteorological sensors.
  • Conducts routine, continuous, and tiered quality control checks on hydrometeorological data collected at TexMesonet and partner stations using internal computer programs developed for this purpose. 
  • May assist in developing new computer program code for additional quality control of hydrometeorological data. 
  • Writes, executes, and maintains relevant R, Python, and ArcGIS programs and scripts.
  • Executes work processes to ensure metadata consistency across multiple data entry points for TexMesonet stations.
  • Conducts routine and continuous monitoring of the TexMesonet Viewer to identify suspect data and potential delays in data updates on the TexMesonet Viewer, including during extreme weather events. 
  • Provides data, information, and technical support to stakeholder groups, scientific committees, and customers.
  • Summarizes technical data, analyzes findings, and assists with preparing reports, website updates, and program summaries.
  • Develops maps, charts, and graphs. 
  • May initiate scientific studies including the development of detailed scopes of works for contracted studies.
  • Helps develop and conducts program outreach activities targeting key stakeholders, such as TexMesonet data partners within Texas. 
  • Participates in external stakeholder committees, such as the TexMesonet Advisory Committee.
  • Delivers presentations on study results to technical and non-technical audiences.
  • Works with other departments to post updates of data and publications to the agency website. 
  • Provides data, information, and technical support to stakeholder groups, scientific committees, and customers.
  • Serves as subject matter expert and/or contract manager for research and monitoring contracts. 
  • Participates in field studies, including planning, on-site work, and data acquisition, management, and analysis.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule. 
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes. 
  • May require workdays to occasionally exceed 8 hours, including early mornings, late nights, and weekends.
  • May perform work outdoors on boats and possibly during inclement weather or under hot and cold temperatures.
  • Performs other duties as assigned.  

MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college or university with a bachelor's degree in atmospheric science, meteorology, oceanography, mathematics, hydrology, data science/data analytics, or a related field. 
  • Relevant work experience undertaking data and statistical analyses in atmospheric science, meteorology, oceanography, mathematics, hydrology, or a related field.
  • Experience using scripting/program languages (e.g., R, Python, or Matlab) to pre-process and analyze large geophysical datasets.
  • Experience using numerical/visualization tools such as SciPy/NumPy, Matplotlib, and creating dashboards using Power BI or other products. 
  • Relevant education and experience can be substituted for each other on a year-for-year basis.

PREFERRED QUALIFICATIONS

  • Graduate degree, or working towards completion of a graduate degree, in atmospheric science, meteorology, oceanography, mathematics, hydrology, data science/data analytics, or a related field.
  • Experience undertaking quality assurance and quality control procedures for mesonets, or hydrologic field data collection programs. 
  • Experience analyzing data collected and curated by a state or federal water resources resource agency. 
  • Experience in project management. 
  • Experience in stakeholder outreach/engagement.

KNOWLDEGE, SKILLS, AND ABILITIES (KSAs)

  • Knowledge of local, state, and federal laws and regulations relevant to the TexMesonet Department. 
  • Knowledge of the principles and practices of public administration.
  • Knowledge of scientific, statistical, meteorological, and hydrological principles, techniques, and procedures.
  • Knowledge of Texas water resources and earth sciences (meteorology, hydrology, or geology). 
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Skills in effective written and oral communications.
  • Skills in conducting systematic and comprehensive literature reviews.
  • Skills in scientific data collection, management, interpretation, visualization, and dissemination, particularly of hydrometeorological data.
  • Skills in programming/scripting languages, such as R and Python, or equivalent, for developing and modifying software and scripts for conducting analyses and to maintain automated processes
  • Skills in using numerical/visualization tools (e.g., SciPy/NumPy, Matplotlib, Power BI, etc.).
  • Skills in statistical, modeling, and spatial data analysis techniques (e.g., ArcGIS, etc.).
  • Ability to maintain the security or integrity of critical infrastructure within Texas.
  • Ability to meet agency in-office requirements.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. 
  • Ability to make mature, objective decisions and identify areas of potential problems. 
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on time with little or no supervision.

  • Ability and willingness to travel 10% of the time, primarily within the State of Texas. 
  • Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
