Chief Financial Officer

Summary:
Performs highly responsible professional administrative duties as the Chief Financial Officer of Genesee County which includes planning, organizing, coordinating and directing the financial activities of the County; Directs the administration of retirement, risk management, purchasing; serves as an exofficio member of the boards governing the Genesee County Employees Retirement System (GCERS) and the Voluntary Employees Beneficiary Association (VEBA). Work is reviewed by the Board and independent auditors; performs related duties as required. Appointed by and works at the pleasure of the Board of Commissioners.
Position Responsibilities:
- Manages and directs the day-to-day operations of the Department of Fiscal Services; ensures adoption of new accounting pronouncements, accuracy of financial records for preparation of the annual budget, Comprehensive Annual Financial Report, independent audit, and reporting to various funding sources.
- Manages the preparation and presentation of the annual operating budget, including maintaining position control, wage projections, providing departments with budget details, analyzing irregularities, and developing short- and long-range projections.
- Oversees financial reporting compliance of federal, state, and local grants, including SEFA coordination and preparation and ensuring reporting requirements are met.
- Provides timely, accurate, and clear communication to the Board of Commissioners as requested.
- Monitors the County's fiscal stability and provides accurate financial information concerning revenues, expenditures, and fund balances, etc. to Elected Officials and Department Heads.
- Analyzes financial data, prepares reports, and presents financial information to Elected Officials, Department Heads, auditors, and other governmental agencies.
- Directs the maintenance of a central accounting system for all county departments and offices consistent with established governmental accounting standards and Board policies;
- Directs accounting functions in sufficient detail to produce adequate cost, financial, and statistical data for management purposes to meet statutory requirements.
- Directs preparation of documents to implement the disbursement of all funds in accordance with officially established procedures.
- Oversees preparation of financial statements, cost reports and statements of receipts and expenditures at regular intervals for use by the Board and other officials.
- Prepares and presents various financial presentations as requested by the Board of Commissioners.
- Develops and is responsible for an internal audit system which ensures financial controls.
- Directs the County's liability insurance program, the risk management program (excluding personnel benefit programs), and the county purchasing functions.
Qualifications:
- Bachelor's degree in Accounting or Finance -AND- ten (10) years of governmental accounting experience, OR a Master's degree in Accounting or Finance -AND- five (5) years of governmental accounting experience.
- Certification in Accounting or Finance e.g. CPA, CMA, CPFA, or GFOA certification is preferred.
- Experience with financial compliance and reporting of grants including SEFA is preferred.

- Ability to prepare informative financial reports.
- Ability to supervise staff, evaluate work performed by subordinates, and implement training as needed.
- Ability to plan, organize and direct the work of subordinate employees in the specialized fields of accounting, risk management, and purchasing.
