The mission of the KY Department of Revenue is to consistently and efficiently administer tax laws and programs to fund public services while providing quality customer service to the taxpayers and tax professionals living and working in Kentucky.

The Office of Income Taxation supports this mission by thoroughly examining tax returns for accuracy and providing exceptional assistance to taxpayers and their representatives.

As a Revenue Tax Policy-Research Consultant I for the Commonwealth of Kentucky, you’ll assist management and Division staff by researching complex tax questions and issues and providing written and well-supported information.

Your research and analysis are vital to assist the Division to independently examine a variety of state tax returns for compliance with Kentucky tax laws and regulations. You will also coordinate training for the Division on tax-specific areas of statutes, regulations, policies, and compliance procedures.

Keys to success in this position include being knowledgeable of tax laws, as well as the ability to communicate clearly and concisely to managers and staff.

In addition, being meticulous, thorough, and ethical are important qualities to ensure successful communication of complex tax issues through research and training.

A Revenue Tax Policy-Research Consultant I must be a self-starter that requires little day-to-day supervision. The ability to work independently to provide guidance and instruction on a timely basis is essential for this position.

Additionally, you’ll be responsible for:

  • Researching tax issues and preparing well-documented and referenced reports detailing your findings
  • Educating and advising managers and staff of complex tax issues, department policies, and procedures
  • Preparing training materials to accurately and effectively convey research performed including annual legislative updates
  • Prioritizing numerous requests, assignments, and other workload
  • Timely and accurately responding to managers and staff requests
  • Ensuring the safety and confidentiality of taxpayer information, data, and records

The successful candidate must possess clear communication skills to work with taxpayers, staff, and other managers in person or over the telephone and in writing, sometimes in confrontational situations.

Additional Requirements Must successfully complete a background investigation including an FBI criminal history record check (fingerprint check).

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in accounting, business administration, commerce, economics, finance or a related field OR must be a graduate of an accredited School of Law.

 

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in Kentucky tax administration, tax preparation, tax research, tax law, auditing of taxes, or college teaching in one of these or related academic fields.

 

Substitute EDUCATION for EXPERIENCE: Graduate study in accounting, business administration, commerce, economics, finance, or a related field will substitute for the experience on a year-for-year basis. Licensure to practice law in the Commonwealth of Kentucky or certification as a Certified Public Accountant will substitute for two years of the experience.

 

Substitute EXPERIENCE for EDUCATION: Professional experience in the administration, preparation, or auditing of taxes or related tax information will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
