Positions assigned to this classification are primarily responsible for the development and management of IT products, aligning product strategy with business goals and customer needs.

Position Specific Summary
The Information Technology (IT) Product Owner position at the City of Tucson’s Information Technology Department is responsible for the overall success and enduring value realization for specific IT solutions supporting a business function, department, or capability set. This position is accountable for the design, realization, and lifecycle of IT enabled products for an assigned functional area or enterprise-wide product.
Work is performed under the supervision of the IT Administrator. This position exercises supervision over IT personnel.
Duties and Responsibilities
Identifies and defines business needs and priorities. Determines potential information or technology enabled process changes. Sustains and updates existing IT product sets to ensure continued relevance and functionality. Manages the entire lifecycle for new digital capabilities, including strategy, ideation, planning, execution, realization, sustainment, and sunsetting. Collaborates with stakeholders on investments and commitments for new business solutions. Provides oversight and direction to product and cross-functional teams to ensure work aligns with Agile or Development, Security, and Operations (DevSecOps) frameworks. Tracks realization of value and benefits delivered, adjusting and evolving product and solution designs as needed.
Identifies and develops product needs, articulating intended outcomes and benefits, with technical components to achieve goals. Collaborates to establish architectural design and guardrails to drive product development and configuration. Evolves features with business owners in accordance with architectural guardrails, feasibility, and desired goals and outcomes.
Manages, coaches, and guides team to realize design and intended value for investments. Trains and assists peers in maturing practice and personal growth. Manages rotation and development of staff to support evolving product needs, and resolve conflicts as needed. Manages budget and product work oversight, deliverables, status reports and metrics. Coordinates activities and deliverables with partner teams, solutions manager, Business Relationship Managers (BRMs) and other partners.
Engages with Subject Matter Experts (SMEs) on planning and ensuring solutions are feasible and aligned to business needs. Markets, launches and ensures training and adoption for products. Evolves future features and plans per ongoing user feedback and operations metrics. Designs holistic processes considering culture and tool(s).
Develops strategic product plans (feature roadmaps and specific technical and business adoption and integration plans) and tactical work plans. Identifies, assesses, and addresses product and adoption risks. Owns product scope, budget and resource needs.
Performs all other duties and tasks as assigned.

MINIMUM REQUIRED QUALIFICATIONS:
Education:
Bachelor's degree
Work Experience:
Three (3) years of directly related experience
License:
Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS:
Degree in Information Technology, Computer Science, related field or the field being supported (if specialty role assigned indefinitely to a department).
Certifications with Project Management Institute (PMI), Scaled Agile Framework (SAFe), or similar product management institutions in use as city standards
Five (5) years of experience in IT product or program management.
Experience with government contracting, vendor management, and contract negotiation.
Experience with IT security and solution management methodologies such as PRojects IN Controlled Environments (PRINCE2), Project Management Body of Knowledge (PMBOK), or Agile.
Experience managing budgets and staff resource management
Experience working in a DevOps or DevSecOps model or a combination of project management and operations management experience
Experience following architectural standards and guidelines for product design.
Experience developing a budget, resource (personnel and budget) planning, forecasting, and tracking.
Experience applying User experience (UX) design / systems design thinking and methodologies.

COMPENSATION & BENEFITS
Full Hourly Range: $35.37 - 61.01 USD
