POSITION DUTIES AND QUALIFICATIONS
SUMMARY OF DUTIES:
Is a senior level or lead position within the Business Analyst structure. This position leverages the return on enterprise level systems by providing technical support to analyze business processes and technology requirements.
DUTIES AND RESPONSIBILITIES:*
Position Specific Summary:
The Business Analyst II position at the City of Tucson’s Water Department performs day-to-day maintenance and development in utility billing and related systems. This role is responsible for day-to-day maintenance and operational support by analyzing system performance and providing recommendations for improvements, which can include technical assistance to end users, maintaining and updating testing, training materials, and system documentation.
Work is performed under the supervision of the Water Operations Superintendent. This position does not supervise.
Duties and Responsibilities:
Performs the development and maintenance of enterprise-level Customer Information, Metering and related systems and databases. Completes routine system duties including configuration modifications to configurations, settings, or integrations. Performs routine data auditing activities to ensure data integrity to maintain the accuracy and integrity of current and future customer service data and operational systems. Verifies system workflows and applications are processed in a timely manner and troubleshoots daily production system issues as they occur. Performs software and technical maintenance and makes modifications to reference tables in the network and web-based modules and systems. Oversees and authorizes system security measures, updates, and maintains system security records and permissions.
Develops system integration strategies and provides input to department leadership for improvements. Understands and updates various programming languages and tools for user interfaces and software usage. Programs and configures complex system integrations, system configurations through scripts, manual and automated workflows using SQL, HTML, C# and ASP.NET through Visual Studio Basic and MVC Pattern, other operations system tools and database management tools.
Provides guidance on system capabilities, analyzing departmental business obstacles and system challenges while collaborating with internal and external stakeholders. Develops or requests enhancements of enterprise system and related systems.
Troubleshoots end-user, functional, and technical problems. Serves as liaison with Information Technology, departmental staff, and vendors to evaluate, test and support new functionality, technical support includes assistance to end users, maintaining and updating testing, training materials, and system documentation. Serves as liaison with Information Technology, departmental staff, and vendors to evaluate, test and support new functionality, developments, and enhancements of Advanced Metering Infrastructure modules or systems. Compiles data and implements data-driven strategies for management.
Leads and trains teams on software implementations, maintenance, and upgrades. Regularly provides direction and assigns work to support staff. Reviews work to ensure accuracy.
Performs all other tasks and duties as assigned.
Working Conditions:
Mostly office environment. This position will be expected to operate a city vehicle. Must have open availability.

MINIMUM REQUIRED QUALIFICATIONS:
Education:
Bachelor's degree
Work Experience:
Five (5) years of directly related experience
License:
Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS:
The ideal candidates will possess the following:
1. Experience in development or technical support involving Customer Information,
Billing, Metering or related large enterprise large database systems.
2. Experience with the technological components of a Customer Information, Billing,
Metering or similar large enterprise database systems.
3. Transactional programming using Extensible markup language (XML),
JavaScript Object Notation (JSON) structures, VB.NET, C#, or HTML or other
comparable programing languages.
4. Extensive use of Visual Studio, ASP.NET MVC pattern or comparable programing tools.
5. A strong working knowledge of Business Intelligence software, e.g., Birst,
Cognos, Tableau, Power BI, Qlik, Crystal Reports.
6. Experience in effective people management and supervision including scheduling, training, motivating, mentoring, and promoting a diverse workforce and creating an inclusive workplace.
7. Valid and unrestricted Class D - Driver’s License is required.

COMPENSATION & BENEFITS
Full Hourly Range: $32.15 - 55.46 USD
