This position serves as a Senior Developer coordinating and conducting complex application development on-site and at user facilities using designated software/programming language for database design, program design, and the supplied support tools for testing the new processes while implementing Software Development Life Cycle (SDLC) processes.
In this role, you will serve as project team lead on complex projects and will analyze and recommend new procedures and techniques to improve the supported application systems.
In addition, you will serve as the primary support for scheduled and remedial maintenance to the assigned applications.

Essential Functions
- Under administrative direction, serves as a Senior Developer for the Department of Innovation and Technology (DoIT) supporting the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) providing a full range of complex professional and advisory functions in applications services.
- Serves as project team lead on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
- Analyzes and recommends new procedures and techniques to improve the supported application systems.
- Serves as the primary support for scheduled and remedial maintenance to the assigned applications.
- Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience in application development including programming capabilities, database application development, business and systems analysis, practical application of SDLC processes.
- Two (2) years of professional experience leading application development projects, demonstrating the ability to guide teams, manage timelines, and deliver successful outcomes.
- Two (2) years of professional experience performing application development with cloud-based systems and cloud computing, including familiarity with cloud platforms, deployment models, and security best practices.
- Extensive knowledge of HTML, CSS, XML, Virtual PC & Server, system integration, SQL Server, SQL Reporting Service.
- Extensive knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions or enhancements.
- Developed verbal and written communication skills to present technical information to others with clarity and precision.
- Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
- Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
