NCS Data Coordinator (Statistical and Data Specialist II)

This position helps coordinate the data and evaluation activities of the department. Reporting to the NCS Data Manager, supports data collection, analysis, reporting and visualization activities for NCS. As a member of the central Data Analytics Team, you will perform agency-level data analysis while developing the agency’s capacity for internal and external reporting through collaboration with program areas across the agency.

Illustrative Duties

Utilizes large, complex relational databases and statistical techniques to perform data analysis and program evaluation;
Works collaboratively with leadership, staff, and partner agencies to assure a system-wide, coordinated approach to data collection and reporting;
Develops data sets, extractions, data standards, and data models to ensure complete, correct, accessible, and shareable data for analytics projects;
Identifies data errors and gaps that impact accurate reporting;
Recommends, and implements improvements, such as changes to business practices, data collection and related processes and procedures;
Ensures compliance with all local, state, and federal regulatory reporting requirements;
Uses statistical packages, reporting programs and tools, and business intelligence software, including, but not limited to, agency Electronic Health Record reporting platform, GIS, SPSS, SQL, and PowerBI; 
Synthesizes data, creates reporting tools, and develops data visualizations, published reports and business intelligence dashboards for all levels of the organization, providing data to support agency initiatives;
Works with program staff across the service continuum to develop capacity for data collection, internal and external reporting, and to develop data quality reports to assist staff with monitoring and resolving data errors; 
Designs and runs database queries to assess or validate data;  
Synthesizes data from various systems and databases; performs data cleansing and transformations to assess data quality; loads data and refreshes reports and dashboards, ensuring data consistency, accuracy, and completeness;
Verifies data accuracy and resolves data that is incorrect, incomplete, improperly formatted, or duplicated;
Provides technical assistance to staff on data collection, measurement and monitoring as needed;
Develops presentations, narratives, tables, and graphs in a variety of formats that are appropriate and understandable to a range to audiences

Health and Human Services
Analyzes, and interprets large volumes of healthcare and demographic data from a variety of sources to provide insights for data-driven decision making and quality improvement efforts for agency initiatives, including local, state, and federal reporting mandates;
Participates in all stages of the analytics lifecycle to measure the impact of healthcare services, assess fidelity of evidence-based treatment, assess progress for state and county initiatives, track compliance with value-based healthcare strategies, demonstrate efficiency and effectiveness of healthcare service system, ensure data quality, identify gaps, and improve patient outcomes;
Defines reporting objectives, research methodologies, and assists with development of metrics and measures for the CSB healthcare service delivery system to assess program performance and ensure compliance with all regulatory reporting requirements;  
Participates in user requirement sessions for healthcare system data analysis and standardization; Gathers and documents business data and analytics requirements;
Conducts research on behavioral healthcare industry standards, trends, and clinical best practices to facilitate program evaluation efforts and makes recommendations for performance targets.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a bachelor's degree in analytics, informatics, mathematics, survey design, statistics, data science, computer science, healthcare administration, or a related field; 
Plus two years of professional work experience in data research, quantitative analysis, statistics, data science or data analytics. 

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience developing surveys using a variety of survey tools (Public Input, Microsoft Forms, Survey Monkey, Opinio, etc.)
  • Experience analyzing survey results and drawing sound conclusions
  • Experience presenting data and complex analytical findings to senior leadership, staff, and community members in a clear, concise manner
  • Experience developing presentations, narratives, tables, and graphs in a variety of formats that can be easily understood by a variety of audiences
  • Experience with a wide variety of software and reporting tools to create infographics and data visualizations including Microsoft PowerBI, Tableau, ArcGIS, and other graphic software packages
  • Experience evaluating human service programs and services
  • Experience leading and/or participating in cross-functional work groups
  • Strong analytical skills with the ability to collect, analyze and disseminate significant amounts of information with attention to detail and accuracy


PHYSICAL REQUIREMENTS:
Ability to use personal computer, conduct presentations and group facilitation activities. Sustained sedentary work required, primarily at PC, when conducting analysis and writing reports and presentations. All duties performed with or without reasonable accommodations.
