Essential Functions

  • Under administrative direction, serves as the Midframe Database Customer Information Control System (CICS) Supervisor for the Department of Innovation & Technology (DoIT), in directing and coordinating project activities to ensure the best hardware and software solutions are available for client use.
  • Coordinates and monitors the availability, security, configuration, and performance of highly complex server systems running client applications.
  • Monitors and reviews the analysis of performance reports, activity data, and execution reports to determine solutions required to resolve problems or deliver the levels of service necessary to help agencies meet their vision/goals.
  • Serves as working supervisor.
  • Serves as lead on major IT procurements by coordinating the evaluations and acquisition of new software for installation and for client access.
  • Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with coursework in management information systems, data processing, telecommunications, or a direct information technology related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization. 
     

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience managing, configuring, and optimizing CICS environments within a z/OS, z/VM, or z/VSE operating system in a large, complex IT environment, ensuring the stability, security, and performance of enterprise-level applications and systems.
  • Three (3) years of professional experience working with mainframe tools and technologies, including Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), System Modification Program/Extended (SMP/E), Job Control Language (JCL), programs languages, utility programs, Virtual Storage Access Method (VSAM), desktop packages, access methods, data base structures.
  • Three (3) years of professional experience in the installation and administration of software packages, security protocols, and TCP/IP within a mainframe environment, including at least one of the following operating systems: z/OS, z/VM, LINUX, or z/VSE, CICS, WebSphereMQ, and TMON.
  • Three (3) years of professional experience in network communication, including server/client network configurations, routers, routing protocols, switches, firewalls, virtual private network (VPN), and Internet technologies ensuring secure and efficient connectivity in enterprise environments.
  • Three (3) years of professional experience developing complex written IT analysis and recommendation reports, including precise and timely implementation plans to support decision-making and enterprise system improvements.
  • Extensive knowledge of mainframe environment software such as IMS, NEON, IDMS, DB2 Connect, and IMS Connect to optimize performance, integration, and system reliability.
  • Ability to assess and forecast budgetary needs for estimate and recommend budget for personnel, space, equipment, software, and services, ensuring cost-effective resource allocation and future IT infrastructure planning.
  • Ability to analyze complex IT infrastructure challenges, identify root causes, and implement effective solutions to enhance mainframe system performance, security, and operational efficiency. 
  • Developed communication skills with the ability to collaborate effectively across teams, build strong working relationships, and convey complex mainframe concepts clearly in both verbal and written formats.

  • Requires ability to lift and carry objects weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 20 pounds.
